I won my item on the 4th, and paid with paypal. It tells me my payment is pending. The seller hasn't contacted me or replied to my messages at all, and I can see that the item has obvioulsy been relisted at a higher "buy it now" price by another seller account with the same info.
If I cancel the payment and buy the item again, I will probably be buying it from the same dodgy seller who has multiple accounts.
What can I do?

Hi, have you paid or pending meaning it hasnt cleared yet?
Also perhaps the seller has multiple identical items throughout different accounts which ebay allows.
Maybe it has been posted but not marked as posted?
Open an item not received claim if you want and await their response.

If the payment is pending it may have gone through as an echeque which can take up too 10 days to clear or it is not a registered paypal account.
When you go into your paypal account is there an option to cancel the payment?
If yes then it is not a registered paypal account so cancel it and look else where as the seller is not worth dealing with if they do not reply after payment has been made.
If it is the seller from China with 0 feedback then cancel the payment if you can as it may be a scam.

It doesn't give me an option to cancel my payment. The paypal details page shows the user is valid.
I know a person/company is allowed to have multiple accounts, but I suspect they tried an auction of the item to gauge how much they could ask for it when they relisted it, on their more 'reputable' account.

It looks like a fraudulent listing for a non existant item using copy/paste of a real seller's listing.
If you can't cancel the payment, I suggest you log on to Paypal and open a dispute ASAP and escalate to a claim as soon as the system allows.
Beware of spoof/phishing emails you may receive. Don't open them and don't click on any links.
Run your spyware, keylogging and virus protection and change all your passwords regularly.

Do as suggested and open a dispute for item not received and escalate to a claim as soon as the system allows you too.
You can call paypal on their free call number if you want and see what they say about the account.
