I have a problem with the payment section and it won't allow me to make a payment  - telling me to change my address or contact the seller for an ok

I have bought from this seller before and I have been trying to pay all day and I click on "Pay now" - and I get this :- Please change your address or contact the seller to request an exception by requesting total.

Do you have a PO Box as your address? Some sellers won't send parcels to PO Boxes.

the way ebay blocks have mysteriously developed a mind of their own lately, and are not reflecting seller preferences, who knows whats going on.

I'd go the request an invoice route before anything else.
