Why ebay is set up with paypal in such a way that allows and in a way invites crooks to operate?

I was defrauded,with the help of paypal,and now the only option is to get rid of ebay and paypal.When it comes to a disputepaypal "experts" are useless.Looks like they are taken from a street to do their "job"
