There can be a few reasons why a seller shows as unregistered, and unfortunately eBay will never disclose the reason for de-registering them. Sometimes it's a less serious issue and temporary, so may not affect whether or not you'll get your item, but other times the seller may have been reported for something more serious.
So, the best course of action will usually depend on other circumstances and whether they seem to indicate they seller was deregistered for their selling practices (eg if it has been more than enough time for the item to arrive, and/or there are other suspcious indicators, like they started to receive a lot of negs, the item was a too-good-to-be-true price), opening an eBay request or PayPal dispute is recommended (presuming you paid via PayPal).

This happened to me just a few days ago. I asked for a refund and got one straight away very quickly.
They had given me a tracking number that wasn't working too.
But I also have two other late deliveries from sellers who have responded and they have given me legit tracking numbers so I'll wait for those ones.

Is the item still showing in your purchase history? If it's not, you might be best opening the not received dispute through PayPal.

As Tippy says if there is no tracking and you have waited long enough for delivery (12 days donestic, 15 overseas) open a dispute in Paypal. You are much better opening an INR case there rather than through ebay which takes much longer, for item not as described then ebay is the best option.
