If you have not received the item and used Paypal as a guest you will have to open an account using the same email address and credit card that you used for the payment then you will be able to open a dispute for item nit received. The alternative is to do a chargeback with your card provider however not all banks cover 3rd party payments so make sure yours does before proceeding down that route. It is usually much easier to claim through Paypal and if you are going to continue to use ebay you would be better opening an account anyway as you can only make a limited amount of payments as a guest.

It sounds like you paid through PayPal as guest.

There are some scam sellers over the internet but it doesn't mean your seller is one of them.

You have 45 days to open a case for item not received and if the seller is deregistered, open a case now in resolve a problem.

Escalate as soon as you can and you should receive a refund.

If the item arrives after refund is received, you repay using PayPal.

If the expected delivery date was 2 weeks ago, you're probably getting very close to the 45-day cut-off date for lodging a claim with Paypal so I strongly suggest that you sign up with Paypal immediately as you only have 45 days from the date of sale in which to lodge your claim, otherwise you'll miss out altogether and will have no hope of recovering your money.

If it was for scam prone items such as an ipad,tv,entertainement unit,Visionking binoculars, wind generator, etc, then

It wont arrive as they have all been scam listings and don't exist and it's why they where eventually removed,(a

week for them to be removed is on par with recent results),stubborn_smiley_by_mirz123-d4bt0te_zps12f1a5a3.gif

I feel bad for you.

In my opinion, since ebay and paypal are linked, and ebay has removed this sellers items knowing they are a scam, the onus should not be on the buyer to open a dispute, paypal should automatically refund to the source, regardless of whether you used guest checkout or a registered PP account.

That never happens of course, but if every buyer this happens to complained about it perhaps pp and ebay would be forced to do the honourable thing.  After all, they expect sellers to provide exemplary service.

That would be a recipe for disaster, most cases where an item is removed it is not a scam but a minor listing policy breach or a failure to pay fees,  the buyer still receives it so if it was an automatic refund the buyer would end up with a free item.

Paying as a guest gives you just the same protection, it is just that to claim through Paypal you have to create an account, as long as the payment was made using a credit or Visa debit card the buyer can claim through their bank if they prefer.

I don't think it's difficult for ebay to know if they are ending the item due to it being a scam.  That was the only scenario I was suggesting they should automatically refund for.

In my opinion, they know the account and the items were flagged for being a scam, and as such they should do the honourable thing and instigate the refund process themselves.  There certainly could be safety procedures to ensure they weren't refunding from an 'honest' account - including ID confirmation processes.
