I bid on an item and paid for it via PayPal Express Checkout. An hour later eBay advised me that they had withdrawn this item and that if I had already paid for the item via PayPal then, since PayPal had been informed of the situation, that they would automatically refund my money. This has not been the case! How do I get my money back? There are no provisiopns that I can see that allow for these circumstances. At present I am $245 out of pocket. The seller is no longer a registered user.

You need to open a dispute for item not received and escalate to a claim to get your money back.
Go to your paypal account and open the page for the payment in question and scroll to the bottom and click on resolution center and follow the prompts to open item not received dispute then escalate to a claim as soon as the system allows it then it can take up to 10 days to get your refund.

CQ, no paypal refunds are automatic...the buyer always has to request the refund by opening a dispute for Item Not Received through their paypal account.
If it was a guest payment through paypal the buyer must open an account with the same details and credit card as was used in the transaction, which should then aoppear in the newly opened account. If it does not appear the buyer needs to ring paypal and they will fix it up.

I have done all this ! I can't escalate a claim until after 28th March, seven days after the incident. eBay cancelled the deal because it was fraudulent, why should I have to wait weeks to get my money back when the mongrel has been kicked off eBay and PayPal ?

I don't know what was in the email you received but I suspect you may have misread it. In 8 years on ebay and considerably more of using paypal I have never seen an email telling anyone that paypal knows an item or seller has been removed by ebay and you will automatically get a refund. The emails are always the same and just do not mention automatic refunds.
It is against all the T & Cs of both companies.

Hi, I also think you need to raise a dispute...Paypal won't automatically get refund to you...Good luck!

I DID NOT misread anything, both PayPal and eBay changed their user policies just before Xmas and I assumed that this was one of the changes, As for your eight years on eBay SO WHAT ! I joined before it even came to Australia, in 1997 and I have always paid with PayPal. Because it did not happen to you does not mean that it did not happen or that I cannot read or that i may have immagined it ! May I suggest that you stop being so condescending and read the NEW policies. Before I posted here in the first place I has already gone through all the hoops and have escalated the claim I am still waiting for my money back which would have been held in "Escrow"sic. for twenty eight days because the seller did not, yet, meet the seller requirements. (Another part of the NEW policies) So? Since the seller has not been paid and PayPal knows that eBay cancelled the sale why can't they simply pay my claim and refund my money ? (A) Because they are gaining accrued interest. Not very much but when you are doing the same to thousands of people around the World it would be a tidy income.
