The seller of the highest priced listing is probably out of stock but doesn't want to lose their search ranking so have put on a price that no-one will pay until they get in more stock. This is not fraudulent, it is normal practice and not against policy.

because it has 'Flappy Bird installed'.   Some consider it a collectable.    Go figure
