So you opened a dispute through ebay, is that correct ?
And ebay instructed you to return item to the seller, is that correct ?
And you provided proof to ebay that you'd returned the item, is that correct ?
So what does it actually state in the dispute now ?

Need to know a bit more info if we can give advice on the best course of action
Ebay almost always side with the buyer (despite who is in the right) so if you followed the correct procedure for the return and uploaded tracking then you need to appeal
Did you pay by Paypal?

Did you return it with tracking?
It must be returned with tracking to show it's delivered.
They can't just take your word for it.
edit: the neg you left says you purchased from America.

Did it have Christmas lights on it
But was that or something else the basis for clearly not as described?

Conflicting descriptions.
Title says Mint, but in the listing it says
Excellent usable working condition with some light scratches and usage marks, please see the pictures for more information. All this part needs is to be plugged into the engine.

Possibly a careless copy and paste job by the seller?
I think I would have been looking elsewhere or asking seller which description was correct before buying
Which may have happened of course, but I don't have my crystal ball handy
