What is the message you are seeing when you're trying to place a bid? If your eBay account is verified, either by putting a credit card on file (Mastercard or Visa debit card is also suitable), linking a verified PayPal account, or by going through phone verification, and as it's a new account, I can't think of any automatic blocks a seller can have in place to prevent you from placing a bid.

first off welcome to ebay as far as your question goes some sellers have blocks on there listings and you may well fall into one of theres.

example some sellers block bidders with no feedback or less than 2 feedback or others. on the listing you are looking at bidding on down the bottom there is a ask seller you may find if you contact seller they may excempt you from the block list and allow you to bid. hope this may help you.
