i recently bought item , 310619517003 , from china , electric adapter , it was dangerouse to use and it gave me an electric shock when you touched it , i put negative feed back , the seller responded by offering me to resend new item if i change my feed back so i did , once i changed the feed back to positive , he replyed that i should pay for the item again , how can you describe this practices in your rules , cheating ?how can you report it ?

Hindsight is a wonderful thing, but you should have waited until your issues were fixed before revising your feedback.
If you are within your 45 day timeframe, go to PayPal and open up a dispute/claim for SNAD
you could try calling eBay, but I doubt they will do anything (maybe make a note on the sellers file, which won't help you) and they are pretty adamant that they won't change positive feedback.
So, if none of the above is a viable solution, chalk this up as a (hopefully inexpensive lesson) and familiarize yourself with safe online trading practises - heaps of info in the site map at bottom of page.
Then next time, if you have a problem with a purchase, come here and ask for help before you agree to or do anything.
Just always be mindful of your 45 day time limit for dispute resolution with PayPal.

When it all boils down to it, the only way you are going to get "Australian Quality Assured" (especially) on electrical - is buy from Australia.

Buying electrcal items from China is a dangerous business, things like power cords, batteries, switches etc can cause serious shocks, can start fires and can minimally fry your equipment.
I am at a loss as to why you would want to send you a replaement which would be no safer than the first.
Nothing much you can do now you have been conned into revising the feedback, if it is less than 45 days since the purchase you can go through a Paypal dispute buty will almost certainly have to pay to send the thing back.
