pay pal keep rejecting my transaction id. waited 21days and the seller keeps making excuses. i am starting to worry. so i want to get a refund.

If you can locate the transaction in your PayPal account history, you should be able to open a dispute directly from the payment details.
Is it a local purchase? And/or is there a tracking number for the package?
