2 months ago? You should have done something about it much sooner.
Have you contacted the seller to let them know you haven't received the item? If not, contact them straight away.
If you paid by PayPal you only have 45 days from the date of payment to open a case. If it is past the 45 days there's nothing you can do in PayPal. If you funded your payment by creditcard through PayPal you may be able to do a chargeback through your bank. Contact your bank with all your info.
If you paid by cash or bank transfer there's nothing you can do if the seller doesn't respond.
