Hi, an item i bought was quote "EVERYTHING IS IN PERFECT CONDITIONS NO MARKS ETC". However when i received it, there was quite alot of scratches and marks on it and as a result, i am very disappointed with the product. What am i entitled to from the seller despite there being no refunds.

If you paid with PayPal and your item is significantly not as described, you are entitled to lodge a claim with PayPal. It doesn't matter if the seller has put No Returns Accepted. That statement is void for items that are significantly not as described.
To lodge a claim, go to Purchase History and find the item you bought. From there, click on More Actions and then Resolve a Problem. Just follow the prompts from there. You have 45 days from when you paid to lodge a claim.
You should email the seller first and tell them your complaint, to see whether they will refund. Some sellers will. If that doesn't work, just follow the process above to lodge a dispute and hopefully get a refund.

NO REFUND only means that the seller will not refund for change of mind; if the item is not as described you have a right to full refund after you send the item back at your expense. Provided you paid with PP. If you paid by DD then you have to depend on the seller's good will.
Firstly contact the seller and see what they have to say. Would you be happy with partial refund? If not open PP dispute; when sending the item back you have to send it by on line trackable means to the PP registered address.

First step is to contact the seller, if you can send photos of the marks etc and say that is not what you describe as in good condition.
Any half decent seller will just refund you there and then but most half decent sellers don't describe marked items as perfect!
If they don't offer you a refund then go to the Paypal site and open a dispute. make it very clear and unambiguous that it is very badly marked and scratched as if you have to escalate to a claim Paypal will base their decision on the exchange of emails between you and the seller.
If a refund is still not forthcoming after a few days escalate your dispute to a claim. At that stage you are dealing with Paypal, not the seller. If Paypal find in your favour they will almost certainly tell you that you will get a refund when you return the item to the seller, they will give you the address and you must send it to that exact address using registered post or click & send, the tracking on red or express satchels is not sufficient proof for Paypal.
I would also leave the seller a neg, keep it factual with no name calling or capitals.
If it is a cheap item that would cost more to return than the refund i would just neg the seller and eave it at that.
