I appreaciate if anyone can help me.
I bought a Monopod few weeks ago and when I received it I noticed that it is not as it described ( It was advertised that it has a Bluetooth device with it but I did not get any Bluetooth). I opened a dispute and explained the problem to the seller. Finally, he accepted to send a Bluetooth as free to compensate his fault and also asked me to close the return request.
I closed the return request but I did not receive any information about postage of Bluetooth. I send the seller a message and asked him about the status of the postage but he did not give me a clear answer.
As I closed the return request and I can not reopen it, is it a way that I can ask ebay to force the seller to keep his promise? or refund my money?

i'm sorry but there is no way to do that anymore. Not through ebay anyway,now that case is closed.
Keep hounding/ asking seller for the info/ item. Tell them they will get neg feedback if they do not respond. It may be an honest mistake. How long has it been? given time of year.
I have an issue with a seller now that is ongoing, sold me a brand new montor that is not new and has no cables!
. I have the case on hold now. that is something you can do if you want to give the seller a chance to respond, its better instead of closing it.
But for you in future never ever close a case until it has been resolved. Seller should not even ask you to.
If its been a long long time and no comunication leave neg feedback.
Once closed there is no recourse or opening again through either Ebay or Paypal.
It is a long shot but you could try fair trading if seller is in Australia.

Not really helping, but for future transactions.
The absence of the bluetooth may have been a genuine mistake.
However, under the new defects policy, if a buyer opens a dispute, the seller gets an automatic defect. This is before he even tries to fix the problem.
So the incentive for a seller to try and help is now nil.
The best thing a buyer can do if there is a problem, is just email the seller, using the "contact seller" button. That way it leaves the seller room to move, and doesn't peeeeeeve him off. If his response to an email is unsatisfactory, then is the time to open a dispute.

Given that the seller is in Hong Kong and you closed the case, I would think it highly unlikely you will get the bluetooth. They also have atrocious feedback. 70 negs in the last month alone.
For future reference, as already mentioned, NEVER close a case until resolution. Also, ALWAYS ALWAYS ALWAYS check a sellers feedback (in particular the negatives) before buying anything, especially for Asian sellers. I can't stress that enough. Asians are notorius for bad dealings.
Of course there are plenty of good ones, which is why you should always check their feedback. Sometimes it's worth paying a few extra bucks to get something from a more reputable seller. For high volume sellers like that, always think twice if their feedback is any less than 99.8%.
All you can really do now is leave him another negative feedback to add to his huge collection. You only have another 4 weeks left to do that.
