My item didnt recive then i open the case now the case has been closed due to time out what should i do now ?

There is nothing you can do now. If you let the dispute time out before you escalated to a claim there is nothing more to be done as you cannot reopen a dispute.
Why did you not escalate within the 20 days allowed?
