You could try phoning eBay CS or preferably get them to call you back and see if they can reinstate your account, otherwise you'll need to start from fresh with a new ID and email address, with Paypal you can just link the new ID to the old one.

Ordinarily I'd agree with what Padi said, but as you have 0 feedback on this account, I'd just create a new one to save yourself the hassle of ringing eBay. You've got nothing to lose. You just need a different email address to what you use for this account. If you don't have another email, there are plenty of free online options, like Hotmail, Yahoo, Gmail. You can then link the new account to your PayPal address and you're set to go! Make sure you phone verify your account as some sellers block buyers who aren't verified.

But who knows why the OP is NARU.
I would think it was safer to ring ebay and find out. If it is a glitch she will find out and be able to sort it out....if it was a serious offense then she will know that she will never be able to use ebay.
