I don't see any indication that it was a pick up item, although it might have been.
I took it that it was inspected once received in the post. If it was a pick up item then you just don't buy if you are not happy with it.
No need to report.

it was a pick up item. we didn't bid on the item we went to look at it prior to doing anything else. it was an $18000 item.
personally i think it should be reported as new means "not used"

If you did not bid on the item, let alone win it then you have no right to even think about reporting anything.
You are not out of pocket at all.
