obtain refund from vendor who state he is unable to supply ordered goods

I purchased 2 liner/piston kits for a Buhk DV20 motor  on separate orders within 15 minutes 0n Sunday 30th March.  I got a message via Ebay that day advising the vendor was offering a 5% discount which  encouraged me to place the two orders. (one with full discount) The vendor now states he can not give a delivery date as he is in dispute with Ebay. The order was placed using Paypal and the vendor as far as I can see has my money.

He state he is willing to give a full refund but asked me to initiate the claim.

When trying to obtain a refund I was directed by Ebay to try to resolve the issue with the vendor as it was too late to cancel via Ebay.  He state he is unable.  I am now out of pocket by $562 and have no idea how to resolve this problem

Once the final ETA has passed, open a dispute under the eBay's MBG, see the link below on how to do it.

 

Don't close the dispute for any reason until you get the full refund.
