Help..... opened a refund... the seller promised to fix the situation - send the purchase and asked to close the case but deceived... now how to solve the problem. Ebay does not give the opportunity to reopen the case and the seller promises and deceives...

I am not sure you can solve this problem.
Once you open an ebay claim, you should not close it at all till it is solved. That means in this case, till you received your refund.
If you paid via paypal, you could open a claim there on the basis the item was faulty. But again, don't close, follow through, no matter what a seller promises.

That is why you don't close the case
By doing so, you told eBay you and the seller sorted it out and you are happy with the outcome
It is not possible to re-open the case you chose to close
Given the amount of negs you leave, it is clear you choose to keep on making bad buying choices and keep choosing to support sellers who have horrid feedback
Since you are registered in Armenia, I am not sure why you are posting on the forum for eBay Australia
Unless you were hoping for a different answer
