Have you called them and spoke to them about your problem as they are generally pretty good.

I agree OP. Some of the reps can be quite tricky to deal with.
Lately, mainly outside of AU business hours I have struck some paypal agents that are very, very poor in relation to their listening skills and manner as it applies to customer service.
My main frustration with paypal customer service is the very, very, very poor quality phone lines, regardless of what country the rep is in that takes the call, there is often so much line interference that it is sometimes difficult to hear a word the rep is saying - maybe they need to change their telco??

While my initial contact may not elicit the response I want I have always found the next level up to be helpful and usually more knowledgeable. It helps if you have all your facts written in bullet form, that you have checked the relevant Paypal policy to make sure you are indeed in the right and that you ask for the name and employee number of each person you speak to.
I have had to call them over one transaction as a seller and about three times as a buyer and was successful in every case.
