I purchased an item at $.4.42,then when paying it changed to $4.59.but still showed up on the site as $4.42 that I paid.In paypal was the higher price!

ebays conversion ratee is an ''approximate''
paypals conversion rate is exactly what you pay including the foreign currency transaction fees

As the conversion rate changes continuously during a 24 hour period ebay give an approximation.
When you pay through Paypal they use the exchange rate at the exact time you pay - plus they take out a conversion fee, Hence the difference.

eBay can't display a price that includes the conversion fees because people can opt to pay in several different ways and/or use one of several different funding sources, each which carry independent (and therefore different) conversion fees.
If you are going to use (and have the conversion processed by) PayPal, then you only need to add 4% to the displayed price to know how much it's going to cost you (3.5% if it's in USD). eg $100 + 4% = a $104 payment. eBay's displayed conversions are approximate, but that formula will usually be within a few cents.
