Contact the seller and see what they say or try unlocking the phone somehow.

open a dispute for item significantly not as described , a locked phone can be a pain in the ass, or just cost you time and money to go and have it unlocked.

If you open a case, you will probably be required to return it to the seller, at your cost, by trackable (registered or C&S) means, so keep that in mind.
It might be cheaper to get the phone unlocked and/or see if the seller will contribute towards that.
Imo phones are the number 1 item NOT to buy online. Unless from a registered business with a B&M.

Had similar experience. The bottom line it is false and misleading advertising uner Section 53 of the Trade Practices Act. Ebay Australia and New Zealand is a privately registered Australian company ABN 22 086 288 888. They must comply with Australian consumer law and are responsible for the listing. If the listings are not changed to accurately describe the product then take it up with the Department of Fair Trading in your state. A precaution also is to ask the seller for the IMEI code and clear it with the manufacturer before purchasing. Also ask the seller to include an invoice detailing IMEI so you can match it before unboxing.
You are entitled to a full refund and you won't get caught again.

I very much doubt the OP has any recourse after this length of time.
And I think you will find that eBay IS NOT responsible for the accuracy of any listings they host unless they are the actual seller, which they are not.
