I had the winning bid of an item and was contacted by seller how I was going to pay. I replied cash on pickup and supplied my phone number to text pickup address. I was then text to say the item was going to be more expensive. Then the item was cancelled by seller and he still wants to go on with the transaction. The last action is clearly a breach of ebay policies and can be reported however how does one take offence to ensure this creton does not do this again?

Yes, pick-up was an option. Cash on pick-up, if pickup was not an option, may be difficult. As a buyer you do not get the option to accept or reject a cancellation request. The request is made to eBay from the seller and eBay tell the buyer its happened. The seller in this case listed "I'm out of stock or can't fulfil the order for another reason." One can of course block the seller and never have dealings with them again but the frustration of winning an auction to have it taken off the table still leave a bitter taste in one's mouth.
However, time has passed and we all move on.

If you got a cancellation message form eBay there will be a queston about whether you agree to the cancellation. Answer no, and if there is room for an explanation make it clear that the seller refused to sell and raised the price when you mentionedyou would pay cash on pickup. It wonlt make him sell you the item at the winning price, but if you don't agree to cancel he will not get his fees back. You can also leave negative feedback with a calm and factual statement. Something like "pickup item, seller refused to sell at winning bid, wanted more money"

I received cancellation from ebay but the details only ask for "Did you pay for this order and receive a refund?" no other choices.

So I guess you should answer "no" and see what the result is. However, this is where it can get confusing, so I hope others can assist here. The main point being is that you do NOT want to AGREE to the cancellation. Perhaps you could try Help & Contact and try going through a chat session to get some direction here.

I just wouldn't cancel, stoof him. or make him wait 9 days and then aswer it with no didn't get my refund.

I'll be the one to ask the question. Was Pick-up an option in the listing? If not then you should have asked first. If it was then your winning bid is all you need to pay and dont accept any cancellation request.

Sadly, buyers can't block sellers, only sellers can block buyers. By using the out of stock option, the seller has earned a defect on his account which will bite him for the next 12 months. If he gets too many of those, eBay suspend him permanently. If he's a low feedback seller, it will only take a couple of these defects to get him the flick. You can be satisfied with the knowledge that he has done damage to his own account by being a nong.
I just read back over your opening post and it sounds to me like the seller still wanted to go through with the transaction, but without paying any fees. Big no no!
