i am bidding on a dress right now but have found that it was for auction in august but did not sell .the dress i am bidding on has the exact same add but it is a different seller is this suspicious

nah - could be as simple as someone swiping someone else's listing via copy/paste.
What does it matter even if it is the same seller using two different selling accounts?
If you win, just remember to pay using a safe payment method regardless of whether you think the auction to be sus or not.

Lots of sellers have more than one ID.
They might have a store ID for Buy-it-now items and another for auction items
.
If it does not sell at auction, they might wait a while and then relist in their store
As someone advised, just make sure you pay by Paypal, which is really the only safe way to go
If they try and tell you there is something wrong with their Paypal account, run a mile
And report them to eBay

I have also swapped some of my listings between accounts to take advantage of free auctions on non-store IDs.

I swap items between ids if they don't sell first time round, I also sometimes sell stuff that hasn't sold in bulk with the offer of using my pics and descriptions.
