<removed> refuse to return my money even though the item was not sent. They consistently promise to refund your money even after 60 days have passed and there is no action that supports thier conversation.
It would seem that thier game is to promise that everything is ok until the 45 day time frame passes on the paypal and the 60 day time frame passes on the ebay site to either reverse the transaction or make a comment about them so that the community is less aware of the game that they play. I have lost almost $200 to this ebayer and repeated attemps to get a refund have been to no avail.
Except to say that they continue to say that they will refund the money and they do not.

If a seller has not sent the item or refunded your money by the time 42 or 43 days have elapsed you should open a paypal dispute to get the refund.
And make sure you leave feedback well within the 60 days time limit.
Never let a seller string you along past the 45 days for a dispute.
All you can do now is ask your bank about a chargeback if you funded the payment with a credit card or Visa debit card.

Personally I don't think they ebay or paypal really care mate, I am in the same position at the moment paid for an item via paypal. The seller now will not answer my email messages, I requested the seller contact details from ebay but guess what the mobile is disconnected. I will NOT ever buy from ebay again they seem to be for the seller not the buyer but i suppose that's how they make there money

derry, why blame ebay for your lack of understanding of the rules.
As you paid by paypal you can open a dispute for Item Not Received if it is still within 45 days of making payment. Escalate to a claim and you should get a refund.
If it is longer than 45 days and you funded the payment with a credit card or Visa debit card you can approach your bank about a chargeback.
As for the phone being disconnected.....report the false contact details to ebay and they will take action on the seller. They cannot do anything if they don't know.

Is there a way to report these kind of seller and let people know them?
Is there a way to leave a feedback after 60days?

There is no way to leave feedback after 60 days.
If you had problems with a transaction and/or a seller you need to open a dispute within 45 days and escalate it to a claim within a further 20 days.
You have 60 days to leave feedback to warn other buyers.

These sellers are using the 45days (refund) and 60days (feedback), and make you believe they will send the right item to you and just wait, even tell you which day he has sent it out..., but aster 60days, he will not answer any of your question, from ebay's policy, it is 'right', but it is a criminal fact.
So a way to report this kind of sellers, and let more people know what they are should be find out.
Because they/he still has handreds items listing there!!!

Why can't we blame eBay?
In this case, eBay has something not good at all.
1. On community Board, why these seller's ID could not be listed, but all of us, the victim's ID are shown?
2. Why close the feedback function after 60days? It the buyer didn't feedback, this right should be kept forever.
3. Why seller located in China but he list his items as from Hong Kong? What eBay did for this? It is cheating. It should be punished too.

hello, I am sorry this has happened to you.
It really is up to each individual to make sure that we know how to protect ourselves when trading online.
Just be aware of the time limits, and take action within these time frames. That's the best and easiest way to protect yourself.
You could try reporting the seller to eBay, it won't help you to get your money back, but they might put a note on their account or something.

In this case, eBay has something not good at all. In case it isn't true. I could start a thread saying you didn't send me an item even though I had never met you or had anything to do with you. A mean competitor might do something like that. How would you defend yourself and have your name cleared? Even if you are innocent, your name has now been defamed and it might hurt your business.
Plus, this kind of thing happens a fair bit. There are often threads just like yours where the buyer has been pursuaded to ignore their time limits for protection. After a while, no one would really remember the individual names as the b9oards get flooded with these threads, Plus usually, the seller doesn't even know about the boards, so we only ever get one side of the story. The person making the claim could be fake and just trying to ruin someone elses reputation.
Works for buyers too, there are some bad buyers out there, but if a seller wrote a thread about them, we would only hear theirr side 9of the story, and may omit some of the detail that caused the buyer to behave in that manner.

2, I have no idea
3. mmmmm - a loophole, apparently some people have warehouses all over the place, and also a fair few will drop ship too,
i recently questioned this when I bought 2 lights that were listed as being located "in stock" (5 of them) in sydney,
They arrived from beijing.......
