Ask the seller to include you on their exemption list and give them this link.
You should then be able to bid.

It means that you're on their blocked list because you have too many unpaid item strikes

I'm experiencing this from a seller I've never bought from or sold to before. What exactly is an unpaid item strike? I have a habit of keeping things in my shopping basket for a while before making a purchase, but I've never comitted to buying an item without then paying for it.
If it makes a difference, the seller is in the US and I'm in the UK. I found the listing on the UK eBay site and their postage options do include the UK. I've never experienced this before today. I've purchased plenty of items from the US in the past, however.
I tried to instead send the seller a message, only to be displayed:
> Unfortunately, this seller is unable to respond to your question. We suggest reviewing the item again to see if your answer is in the seller's listing.
I then tried actually buying the item at its full listing price, only to be displayed:
> The seller isn't accepting bids or offers from you.

This is the Australian ebay discussion board but anyway to answer your question, seller has you
blocked for whatever reason and might be best to just move on and buy elsewhere. JMO

As foxette said it's best to just move on.
I'm still being blocked by a seller for the past 2 years and I still don't know why as I have never purchased from them before and I also get the same message as you.
I would be buying all of this sellers items but for some reason I'm blocked lol.
All I can think of is that my seller perhaps sold or purchased from me on a different ID and therefor has me blocked.
It's funny though as I have never received a negative feedback but I have been scammed and some of those scammers were well known sellers that purchased from me and then scammed me.
This is just my situation and it may not be yours.
My advice is to just move on.
