Some items I purchase don't allow me to leave feedback. One in particular is a bad service seller with a feedback of 99.5% but there is no link to leave them feedback on my bad experience.

At some point with any purchase anywhere, you need to know when to call a bluff. Giving feedback is one thing but do you realise you can probably still get your money back through paypal? You have 180 days.
If you're going to buy from any online site, it's worth reading up on how they work, the terms and conditions etc and if things go wrong, it is doubly worth having a check to see where you stand. You could have made an ebay claim but that time has expired.
There is possibly still time for you to make that paypal claim and the seller might be hoping you won't know that or will just forget about it. Maybe it would be worth surprising them last thing before you leave.

There are many potential reasons why you might not be able to leave feedback, including, but not necessarily limited to:
Transaction was more than sixty days ago
Buyer or seller no longer registered
Item removed by eBay
Already left feedback
Comment contains profanity according to a bot
Forgot to check one of the positive/negative/neutral buttons
No text in the comment field
Lost a dispute
Dispute started and item no longer appears in Purchase History
Purchase made as a guest or using another account
Trying to leave a negative for a Powerseller without waiting seven days
Various hardware/software/network issues
If none of those seem to apply, it might be something else.

The time is 60 days from purchase. Presumably it has been more than that.

Hi, if you click on Purchase History. On the right of that slightly below you will see Orders
and below that you will see this -See orders from: The Last 60 days
And besides that you will see Filter by: All
Now with that you can can select the drop down to Sent or Ready for Feedback
You should be able to see what you have there that still has an option for feedback to be left.
With problems due to Covid 19, shipping times sometimes can take just about or longer than 60 says. Prior to May 2008, time to leave feedback was 90 days. A couple of weeks ago, one of the members fa1r1e started a thread about it, "Feedback time too short for buyers"

This is why they slow it down some sellers, my order took 9 weeks to arrive
this is **bleep** performance by eBay
I received my order badly damaged and it wasn’t cheap
Disappointing to say the least, twice now.
Stuff eBay for new car parts, there are enough euro parts online now after Covid so China sellers can go f&@k themselves
