Why ?
The FO will ask if all avenues for restitution have been pursued, if not (ie: no claim attempted via paypal) it is doubtful they will step in at this stage.

Because Michelle seems to think the first step is posting the issue on the boards. The next step, logically from her post, is the Ombudsman.
