Is it more than 60 days since your purchased the item from them?
(aside from that, have you contacted the seller first and given them a chance to fix the issue?)

no not yet. I did tell them in an email that if no commumication or refund for the additional $26 postage was sorted that i would leave negative feedback. Just wondering if they could block it?

Buyers aren't allowed to say to sellers do this or that (contravene's eBay policy) or I will leave negative feedback.. that is called feedback extortion.
I don't think they could block you from leaving it. If you did leave neg fb after sending that message the seller can get eBay to remove it, which they most likely would (ebay can read the msg you sent to the seller).
Any reason why you didn't open a paypal claim? (if you paid by paypal).

Am, the OP is talking about wanting a refund for extra postage paid.....paypal will not get involved in postage disputes after payment.

if it is a power seller , then you cant leave a negative before seven days , maybe thats it?

I have to ask why you paid the additional postage in the first place ?
If it was advertised as that and the cost appears to be less than was paid for once you received the parcel there is nothing paypal can do, all you can do is reflect your disappointment in the feedback.
And please, give the seller time to respond, we are not all at the computer 24/7.
If it is the seller you combined items with, remember they are not required to discount postage for multiple purchases, this is something you needed to ask before buying.

If you paid the quoted (invoiced) price what's the issue?
