Need identification of small plaque

Just wondered if anyone might know what this is. I was given it years ago by an old family friend, as in old person, so not sure of the origens. The colours seem to be made with glass. It's really pretty but I have no idea what it is.

I should have also stated that it is brass at the back.

How big is it? hat does the back/underside look like? It looks to be enamalled brass.
