It looks to me as though a piece of Russian china has been used for an artist to decorate.

You may never track down the particular artist.

No I don't know anything about the company.....use the link in Padi's post to try and find it.

It could be closed now as it was an old piece of china......it was decorated in the 1920s.

Looks like a Kuznetsov mark.

And the text is something like Tovorche?tes tasdu.......
