Why are coins always excluded from sales and discounts?

I have a current voucher for example given by eBay for $10 off.

I could buy a current $5 note or coin someone sells for $8 plus $2 postage.

Then go and spend it at the shop without costing me anything.

I think eBay is trying to prevent misuse of their discount vouchers especially where legal tender is involved.

Yes but when it says 10% of your cart with a min spend of $120.... If any doubts you have to asume it would cost ebay to much money. Its all about money for this giant corp
