Would anyone know if this is a raliway cloth parcel tag?

I was wondering if anyone would know if this is  a railway cloth parcel tag at all? I have no idea. It also has some numbers that are perforated but hard to see.

 I would think it is part of a Kodak mailing bag for returning film for processing - P O Box 11 Abbotsford N9 Victoria was the mailing address for the Kodak factory late 1920's to 1959. Maybe from the 1950's?
