In the lead-up to the election the Coalition promised to send a Customs vessel to the area.
Under Australian law, such a vessel would have to turn around any Japanese ship that conducted illegal whaling.
Greens Senator Peter Wish-Wilson says sending a plane will have a limited impact, and the Government has a boat ready-made for such a mission.
"The taxpayers paid $150 million for a purpose-built vessel that's designed to operate in Antarctic waters," he said.
"Now at the moment it's been seconded by Scott Morrison, the Minister for Immigration, to act as a tropical water taxi off Christmas Island."

The Federal Government is moving to dismantle Labor's GP super-clinic program by trying to claw back money from centres that are yet to be built.
GP super-clinics with longer opening hours, more staff and broad medical services were a major plank of Labor's health policy in government, with $650 million earmarked for 60 clinics.

Nearly 500 jobs will be lost at the Federal Department of the Environment over the next three years.
Public servants based in Canberra were told at a meeting today that 480 staff will lose their jobs over the next 36 months.
They were told 250 of those positions will go by the end of this year.
The Community and Public Sector Union (CPSU), which represents public servants, says the job cuts will affect the department's ability to protect the natural environment.

Prime Minister Tony Abbott has followed through on his pre-election threat to Australia’s national network of marine parks by suspending the management plans for 33 new marine parks, including parks in the Coral Sea, the Kimberley and the Great Australia Bight. These management plans outline where and what level of protection each park has to offer, and provides the protection that our turtles, whales, fish and dolphins so urgently need.
After 15 years of extensive scientific investigation and the most thorough public consultation process in Australia’s history, the protection these parks had to offer was to come into effect on 1 July 2014. Today’s proclamation effectively freezes the introduction of any protection while the Government conducts a review of the science behind the plans and undertakes yet more consultation. This additional government process is expected to take up to 2 years during which the future of the protected marine sanctuaries that are located within marine parks will be decided. The areas now at risk include:
The Coral Sea, the ‘Serengeti of the Seas,’ home to near-pristine populations of threatened whales, dolphins, sharks, and tuna.
