It does remind me of the time that photo of "child brides" was circulating around the world on news sites.  I can't remember what the children's role was but they were not the brides.  I did find this site.

I agree that this child is way older than 9 months, possibly as old as 3?......... so I say it's bogus.  Like the man marrying the goat story?

Whilst this story has been highly reported, the sources are very suspect.

Even that YouTube video you posted is odd. "Grandfather" doesn't say anything. And the judge/policeman doing the fingerprinting is smiling and then gives the baby and affectionate pat on the cheek.

I don't buy it.
