That dog was chained, and in no way a threat

But I'll bet the  'investigation'  goes nowhere

all 3 of them need to be charged and dismissed, if they do that to an animal, what do they do to people?

I bet his official report - if he actually did one - says the dog was aggressive and he felt threatened.

Its a shame their parents failed one of the basic parenting requirements of teaching them to not be cruel to defenseless animals.

I hope the next animal he taunts rips his face off - and the bystanders too.
