Yes, it does, because there was a time that every factory had a sign with "positions vacant"; often 1/2 a dozen jobs available. If you wanted job you could walk down a street of factories and choose what ever suited you, and they were happy to train you. The same with shops. Every other shop had a little sign in the window - staff wanted.
It is totally different now; and people with limited English have it even more difficult. So, I am sure that unemployment among newly arrived people, especially from Muslim country will be somewhat higher than in general Australian populations. However the figure given for Afghans looks very strange. Unless it was from the time that large number of them arrived, and were let into community but were not allowed to work. Also many unaccompanied minors who came in went to school, and then on to UNI, and so they would have been counted as receiving benefits. But I know factory owner who employs many Hazaras, and he cannot praise their work ethics enough.

Could it have been that the unions priced the worker out of a job?
Ever increasing pay increase demands and demands that are way over the top has had its effect.
The ever increasing dole payment made working for a living unattractive, why work when you can get paid to bludge?
Whitlem started the ball rolling and now it is out of control.

The jobs got exported to Asia. We cannot compete with China on that level; unless you want Australians to live in slums like people in Asia do.
You say that all you ever got was 10 pounds on arrival, but what about the 8 years waiting? Somebody supported you. Do you come from Hungary?
