Like Stawka said, in paint. Click on the text box, place on chosen pic, and then drag around the sides of the text box to where ever you want it. Click the colour you want and text size. You can drag the corner of the picture to resize.
I usually take a screenshot of the finished picture, but there is probably another way to save it.
Something I just learned from Stawka....it has a text bubble.

Select the size and colour of the text in "font" and "colour"
I usually use "Impact" and find white stands out the best.
You will have to experiment a bit to get how you want it
To save simply click the save button at top right hand it will save it back to your pictures in it's new form.

This after you've saved the picture to "My Pictures" on your computer, of course.
Double click on the pic you've saved to open it up, the right click. A box will appear, the top option will be "open with" click the arrow at left side, click on "Paint".
