what i get from this story and all the other stories of soldiers getting killed while 'practicing' is they have plenty of rules but often dont follow them and when a soldier dies he gets a fully paid funeral and a nice speech of what a good fellow he was and then its back to normal.
of course they promise it will never happens again, but it will.
just like the bullying, the treating of some women as things to be abused, some boys too.
then the videos leak out and its all a big deal for a while then its 'ok guys, smokes cleared, back to normal'
maybe if we actually put in prison some of those who didnt follow the rules they might try harder.
