You have left out the  3rd. choice: a direct carbon tax.


 


As for the question, considering Australia's contribution to global CO2 concentration is insignificant, it is not worthy of consideration.

Who LL, is meaningfully acting? I f  you are driving at 130Kph in a 100 kph limit area, reducing your speed to 125 kph does not cover it!
