New laws about to be introduced to allow dogs in apartments. Previously it was a matter the corporate body making the decision.
On the one hand I say it should be OK.
But on the other hand I wonder if it is fair to the animal (I can't imagine a large dog being cooped up inside all day without a yard) and is it fair to neighbours?

I should have mentioned it was a special needs school.

we lived in one house where the neighbours dogs barked and growled at my dog every time he went out in the yard. in the end he stayed in the house except when we took him for long walks twice a day. even now he doesn't go out much except on a sunny winter morning as he doesn't like the heat much. i think it would depend on the size of the apartment, a caring owner and the availability space where the dog could be walked.

Paying $600p.w. for a 2 brm apartment in Sydney CBD, may not have much $$ left to send you doggy to day care.
