More mother's on lower incomes will probably claim it more than those on higher incomes, simply because there are less people in higher income jobs than lower.
I am wondering if they may it look so good/generous but they are pretty sure they won't be paying it out to a lot of mother's in the higher income groups.
Paying for it by messing with franking credits is sneaky though.. will affect retired people's income.
