only in the worst of worst cases when the media hound the authorities do the authorities actually act against the cop in a meaningful way

As an aside, the money is not for the benefit the family, really. (although it does)

It's a punitive measure for the City to pull their socks up with their police training.

If they weren't punished monetarily why would they bother?
