Frequent Flyer points "ombudsman"?

Does anyone know where I can go to resolve a missing points claim from our trip last year? I have tried the "Claim your missing points", I have phoned their help line (twice), I have, at their request, emailed the details of the trip and I have just now sent a follow up email.

I think I may need to go higher, like outside the organisation. Is there some regulatory body that anyone knows of that I could contact next?

(Qantas f/f member flying with Cathay btw. A partner carrier.)

They will be my next stop.
