i just wish those making rules would just bite the bullet and make desexing of all dogs and cats at the earliest possible time mandatory.

of course breeders are exempt. usually you cant by a breed pet thats not desexed. breeders must be lisenced.
vets need to be compeled to take charge of any un desexed dog or cat brought into their surgury and either the owner agrees to desex the animal or surrender it.
around here we still have 'familys' who get kitten after kitten and once they stop being cute get let roam free.
same with their dogs, puppy after puppy but once the puppy becomes a noisy dog they suddenly 'dissapear', only to see another puppy turn up soon after.
only time will tell if the new laws make a difference.
