I have been asked to do some research from my boss to hopefully solve a querey we have and as yet have not found anything to help me .
I mean no disrespect to the Italian community on my question,
Going back in years was it a natural thing for Italians to stand or partly squat ( females ) over a hole or drain when needing to urinate or do number 2 ?
Reason for question is to understand if this is a behaviour problem or a culture thing ..

Not sure re italians but Chinese are prone to that habbit.I work at a Westfield in a area with lots of Chinese and they had to instal stickers to try and stop them climbing on the seats and leaving a mess.

Well I don't know about Italians, but here at work we've had some Asian ppl doing it. Not newbies to Austalia either.
It's a very sensitive subject.
I think anywhere there's no plumbing ppl would have had to "go" that way.

And there are many others, plus I have read articles about the topic, it's apparently healthier to squat rather than sit while you poop.

This is tricky, it could be a behaviour (afraid of germs on the seat etc) or it could be a cultural thing like others have explained.
I am taking a guess in that someone is making a mess of toilet seats? If so maybe disinfectant wipes or paper seat covers could be provided?

No. Italians invented toilets. Even peasants had them in small villages without running water.
The only western Eurpoean country that uses squat toilets even today are the French. I can recall a cafe in Paris having one about 10 years ago when I went.
