Before you even contemplate that, make sure of your facts 100%
Making false accusations could land you in hot water.
If you are 100% certain then you should do your duty and do it.

To receive carers allowance involves very strict conditions, without the treating Doctor completing a detailed history of the patients condition, there is no way Centrelink will approve a carers payment.
I would therfor be interested in hearing why you believe this person is rorting the system Crystal.
