I agree with Freddie, he should have brought his own chair (and small table) if he had permission to sell tickets outside this shop/business.
If he was lent a chair. At the end of his day, he could easily just pack up his stuff and take the chair with him.

Maybe it was his first time and he didn't even think about a chair.

As was posted already, how hard is it to lend a chair?  I doubt he'd nick it and he might tell all and sundry about the great business who lent him a chair.

That's a point am*3 - if he had permission - either from the mall management or the local Council.

I have seen a fair bit of shenanigans in regard to collectors for various "organizations".  Including benevolent funds for themselves.

Maybe, he bought a raffle ticket book at the newsagents and wanted to raffle the "chicky-babes" chairSmiley LOL

What I can I say to that.. someone who knows they are going to be placed out side a shop for a few hours and they don't think befpre they leave home,  they might like to sit down in all that time?

The shop owner might  be wary, and have been caught out before lending shop equipment to charity workers etc, and  did not received them back.

OP didn't say if he had a table, most people (legitimatgely) selling raffle tickets have a table, so people can fill out their phone numbers on tickets, ticket seller can sort out change for them. Table & chair.

He may have been deterring customers from entering the store..................... I avoid such persons myself.

how would someone know to avoid "such persons" - I don't suppose shop owners advertise that they refuse to help out charity workers, I would definitely avoid the store in the op and others but how do you tell.
