Here's the policy document (PDF). It's a long read (great if you need to get to sleep early tonight), but going by the key points outlined on page one, it's clearly an internet filter, despite later denials. And it's opt-out rather than opt-in.
Malcolm Turnbull said today that "The policy which was issued today was poorly worded and incorrectly indicated that the Coalition supported an "opt out" system of internet filtering for both mobile and fixed line services. "
However this supposedly "poorly worded" document is long and detailed, not something hastily scrawled on a beer mat and it would surely have been proof-read, checked and approved.

Your questions DY, generally are rhetorical, nonsensical: " Is an internet filter the same as free speech?", or just because it appears that you are not research orientated. However, genuine questions are treated/answered accordingly, so provide them or the posts containing them, ( I do not believe your 162 unanswered questions for a moment).
