Is it wrong to compliment a lady on her cleavage or is this consider sexual harrassment? Is it any different than complimenting her on her attractiveness or physique? Is this another one of those social constructs of what is acceptable and what isn't?
Why would some women expose their cleavage and get offended if others looked?

Some women get offended because of the manner in which the guy looks. There is a big difference between looking with admiration and looking as a creep. Being tactful and being tacky are miles apart.
